I have to wholeheartedly disagree with this statement. I see a case nearly each week where someone overwrote lost data because they did something stupid like recovering data back to the same drive they are recovering off of. Or they tried to clone a drive but selected the wrong one and cloned the wrong direction. Hardware failure is only one risk factor.
