Hard Drives with no Partition.

I have two separate hard drives. Both were used for data backup only, no O/S. Partation was blown away.
What tool would you recommend to buy? Do the drives need to be formatted before scanning with the software?

Regardless of which program you eventually use, no formatting, no other data writing on those disks! Better create images of them before doing any data recovery. If you value your data, of course.
You may use R-Undelete: http://www.r-undelete.com/ . You may use it for free in the Demo mode to check if it can help you. In this mode R-Undelete will do all data recovery tasks except actual recovery of files larger than 64K. You may search for the lost files, scan disks, etc. When you've found your lost files you may estimate chances for recovery by previewing the files. If the files are previewed successfully, you may buy R-Undelete and register it on-the-fly, and no re-installation is required. Then you can recover the found lost files.
