WinRE Partition in windows 10 needs resizing

WinRE Partition in windows 10 needs resizing

I'm getting an error in Windows downloading updates. I know this isn't a Microsoft site, but what needs to be done is resize the WinRE partition by taking 250MB from the OS partition. That's described here:

However, my WinRE partition is not next to my OS partition, so that's what I thought you could help me with. I'm also sure this can help others since this seems to be a problem for others, too.

Here is what DISKPART says about my machine:

If you look at the offsets in list partition, you'll see I'm right about the order of the drives.

I'm sorry, I should have worded this post differently. Sorry about that. I'd like to move the Windows RE tools partitions after the c drive.
Then I'd like to take 250 MB from the C drive and put it in the Windows RE tools partition.
How would I do that? Here's a screen print using R Drive. I hope this helps.

You can't move service partitions like Windows RE Tools from its original place without Windows losing ability to automatically recover itself from a failure. I do not recommend you this action.

But how would I do these instructions from Microsoft? I assume I can do it with keeping the order of the partitions somehow using R Drive. Please check out this link:

The problem is with the DELL SUPPORT partition. I'm not sure whether Dell support programs will work when it's been moved. If this is not an issue, then do the following:
1. Create an image of the entire disk, just in case.
2. Run R-Drive Image and go to Partition Manager.
3. Shrink Partition C: .
4. Move the DELL SUPPORT partition.
5. Extend the Windows RE Tools partition.
You may do that in one task.
