Startup disk displays only "grub>"

I created a Linux-based startup disk on USB flash-drive. When I boot from this disk it displays only:

grub>

I recreated the startup disk with config option Display kernel startup messages but I get the same output.

I would appreciate any suggestions.

Thanks

Did you turn off Secure boot in BIOS?

Answering my own question ...

Using a larger USB flash drive solved the problem.

Thanks for the helpful suggestion. I don't use secure boot so this isn't the problem.

Full disclosure:

I previously posted a self-answer guessing that the solution to this problem was the use of a larger (8 GB) USB flash drive. I now think that explanation was not correct. I think what happened was that in my first attempt I failed to highlight the drive so that an ISO image (Image-7305-Lin.iso) was written to the drive. In my second attempt with a larger drive I highlighted the drive so that the efi directory and other Linux binaries were written which correctly booted the startup environment.
