"Unsupported 16-bit application" errors with RwcWorker.exe

I frequently get a dialog box that appears when I wake my Windows 10 PC from hibernation:

I'm now running product version 20.0.0.2328 but this has happened for a long time across many different builds.

Any idea what is going on?
