RWC does not delete *.cache files from %LOCALAPPDATA%\TechSmith\Snagit\License
It deletes same *.cache files from here: %PUBLIC%\TechSmith\Snagit\License

This new build R-Wipe&Clean 20.0.2442 addresses this issue.
