We couldn't reproduce this issue both on Win 10 and 11, that's why we need more information from you.
1. Is there the Wipe with R-Wipe & Clean command in the Bin's shortcut menu?
2. If there's no such command, check if whether the "Wipe Recycle Bin from the shortcut menu" option checked (Recycle Bin shortcut menu -> Settings -> Integration Settings)
3. If this command exists in the menu, what happens when this command is selected?
4. If nothing is cleared when the button "Start to wipe" is clicked on the "Wipe Recycle Bin contents" window, can you look into the program log to see whether there's a record about wiping the Bin from the shortcut menu?

Previously I installed build 2464 over previous installation.
I uninstalled RWC completely, removed traces from Registry.
I re-installed RWC and the issue was resolved.
