Can't see recovered jpg files

I recovered files from an external drive, which had been quick-formatted.
The recovery is still going on at this point, but when I try to open some jpg files which are recovered by now, I am unable to open them in MS Photos.
The error message is: "It appears that we don't support this file format".

I have not over-written the hard disk. And it is in good health.
The recovery process is not finished at this point. That is, the files are still being recovered. I found out the issue when I tried to open some of the recovered jpg files.

Did you preview those files BEFORE recovering them?

What model is the drive? Some newer SMR drives now support T.R.I.M. so even a quick format will result in files that are all zeros.

Edit: just realized this post is a couple of months old.
