What is this process? it's always hovering at 2-5% cpu. What does it do?

This is a resident program that runs when at least one task is scheduled. It tracks various system events like browser closing, etc. But in any case, it shouldn't consume so much CPU time.
What is your Windows, and how many tasks are scheduled?
